From what I know of you cant. But I haven't used the trip mine laser much.

You might be able to 'fool' the player by placing your own env_laser in the trip mine. Theres not much else that you could do outside creating your own mod.

Well ive seen a great many mods that have a different color tripmine laser.

This site tends to be a better resource for mapping than modding. It's probably one simple line of code you have to find somewhere, but having never touched the SDK, I couldn't tell you where.
