He's talking about the Source SDK Base :D.

Actually, yes it is a video stress test if you run it, but mod makers can actually base their mods off it. The advantage of this is that any new updates or new features added to the Source engine are automatically added to your mod. The disadvantage is that you the folks need to download it to play your mod, which is a pain in the ass for some people. More info here.
