Okay im doin a favor for white legion since he has limited acess to the internet.

Okay earlyer white legion got rid of some user accounts on his comp. but when this happened it deleted everything in his valve\worldcraft folder, along with a "Mesa 64" map that he had been working on, now normaly we both would say "eh", but this map had 5000 brushes laid down, now its gone, is there anyway to get it back?!

He already tried system resore, and there was no luck there, the valve\worldcraft folder is back, but it contains no files and most importantly no mesa 64. Any suggestions? (like try restoring to a latter date?)

First off, don't do anything else on that PC. You might overwrite something.

Get to another PC with a CD writer, and download some file recovery tool. "PC Inspector File Recovery" is free. Put it on a disc, and go back to the other PC. Install it on a separate partition if you have one, and run it to recover your files. It might work assuming you've not overwritten it.
