I have one of those florescent light model in my map, and I want to
have the light_spot to be shaped like the strip of light instead of a
spot. How would I do that? I can't re-shape the light_spot
entity. Its shape remains fixed when I tried to re-shape it.

try making a block with the no light texture or something on it and shape it..

Use a fairly narrow beam and put several in a row. The circles of light should overlap enough for you to make a oval out of it. if you use enough of them you ought to be able to get a good effect.

And in conjunction, you could also try increasing the lightmap scale on the ground underneath...
