Sounds like you've got a very detailed backstory for the map - this can't hurt. It's hard to really give feedback based on three screenshots, so I would suggest posting a beta version of the map, if you really want an indepth critique.
Looking at the screenshots, it seems you have a pretty solid grasp of the combine 'feel'. The problem is, the combine architecture is fairly minimalist and hard to make really interesting on its own. It's at its best when you see the contrast between human architecture and combine, or nature and combine (like the citadel entrance, where was burrowed into the ground, or eating into buildings). Maybe you have some of this stuff already - give us a download.
