i have noticed that the "info_nodes" have a unique "node_id". so im
wondering, does every node see all other nodes, or does it only see the
next number

As I understand it, a link is made between any pair of nodes that can
see each other (i.e. there is clear line-of-sight between them).

So you just need to make sure that you place enough nodes around corners etc. so that each node can see at least one other node.

You should place more nodes near objects than npcs have to navigate
around. So for instance if you had a crate in the middle of a floor,
place nodes on the ground near (but not too near) each side of the
crate, so npcs can walk around it more easily.

The order you place them doesn't matter at all.

info_nodes should be placed around the corner of each obstacle, and if
you want the NPC to navigate from one to the other, they should have
clear lines of vision between the nodes.

To answer your original question, each node can see only other
nodes when it has a direct line of vision unobstructed by a brush or
model.

Below is an illustrated example of a house with a single
entrance. Notice you need an info_node outside the entrance and
inside the house as well.

Also note you can place them by just clicking in the 3D window with the entity tool...
