I've dealt with this problem before for mods, where you just have to replace the GCF, but the SDK contains no such file. How do I fix this?

Perhaps delete your local content then redownload? Make sure you backup all your maps and such.

There should be a sourcesdk.gcf in your steamapps directory. There is
also a "delete local game content" option if your right click on the
source sdk and click "properties". Hope this works.
