I want to kill a lot of the darkness on my board by creating a default
light minimum. So no place on my board will be darker than X amount.

I know about the environment light. My outside area is fine. I am more concerned with my inside area.

Is this possible in the new Hammer?

In Hammer 3.4 you could do so in "map" and "properties"

Perhaps you still can.

apart from adding more lights there is nothing I know of that you can do.

I like to add a dim, dark color point light in the middle of large spaces to fill the area with light.

I looked, it seems to no longer be an option.. BUT if you wanna prevent total darkness in spots, you can always bounce the light more.. course, the default is 100 now, so I dunno how you would go about doing that now either.

Bounce doesn't work like that anymore. 100 is the max times light
can bounce, it ends up only bouncing 10-20 times before there is
nothing left. There may be other compile commands that can boost
brightness, but flat lighting isn't going to look good anyways, you
should invest in some good lighting rather than some all over light
wash.

what is a "color point light". Do you mean a spot light with color?
