Its a game error i believe as
i have experienced it several times on a different . number of maps in
HL2 DM. It is quite annoying as you have to leave the server in order
to remedy this problem. Oh well hopefully in time valve will fix this.

I have heard that you can stop it by entering the water again, then leaving it. Alive of course.

This can be fixed.
dont add water in your map! if you do, put a tirgger_hurt that
kills the player before they enter the water. As long as the
player is killed outside of the water their run wont be drained, though
they will still hear the water sound. If walking back into water
fixes the problem you could spawn players into water then teleport them
into the map...

You have to walk into water and submerge yourself for the sounds and energy bar to be reset... Though I'm not sure how much the env_sound is used in maps and if this can fix it?

There's already an 'all weapons mod' that has the gauss. Unfortunately, I never see any servers running the mod.
