It's not that unusual, you know.
It blocks potentionally dangerous attachments, like Word documents and Databases, they could contain macro viruses.
Hotmail doesn't scan those files, it just recognizes the extension and warns the user for potentionally dangerous files. It really doesn't care about that Certified Virus Free message ... that's just another load of HTML mark-up for hotmail, you know.
Somewhere in the settings tab, this option can be en/disabled. Dunno where, since I use a POP3-mailbox.

Just because a file is virus free, doesn't mean it's not able to harm your PC somehow! Plus would I be right in guessing this person isn't on your contacts list?
