Yes, you can is the simple answer. I'll give you a simple installation-
Instal Steam on your other PC. Copy the directory and a couple of the steam files over, someone else will tell you the exact files, or you can use google to find the entitre method of reinstalling steam without logging on. However, if the steam acount wasn't in offline prior to the computer messing up, then you're screwed.

I said what Greendragon said lol. You need steam and you need all the game files to map, and as Greendragon said, you need to log off to keep the clientregistry.blob ok (I couldn't remember the name of the file).
I'm not sure how good you are with computers, but I'd simply suggest connecting another modem to your main PC with steam on it so you can at least log off with steam and put it in offline mode.
Now isn't steam a truely god awful system?

I thought that was blatantly obvious by my post tbh, but your wrong fishy, you need to put offline mode whilst you have an internet connection- I remember I had this problem when I moved into my flat last year.

what am i wrong about this time?
what i said was don't log out, as you suggested. once logged out, it doesn't matter what is selected, it won't start in offline mode.

HAVE ANYONE READ MY POST?! my internet does't work for god sake!
The internet-card is broken! I can't go on the internet no matter where in the world i take my comp! And no, i can't just transfer the .gcf files and map, because then i wouldn't be able to even test my map!!
My God, i see that all those replies came and thought that an answer to my problem is amongst them, and then i realise that everyone is talking on how to go in offline mode, and that everyone guessed about what my problem was?! Omg... Stop spamming my thread.

Discussing how to go in offline mode isn't exactly what i would call helping me out :rolleyes:
Just got a little pissed, that's all... I did appreciate the help, especially the first three answrs, but when people begin discussing an already rejected answer, and make 4 posts about it, then i get mad. Didn't meant to offend any of you, sorry...

if i had the same problem, and was able to read, i would probably have pieced together enough information from this thread to;
1. log into my steam account on someone elses computer
2. exit steam without logging out
3. copy the clientregistry.blob back to my own comp
4. see if it works
