Is there a program which turns on (or wakes up from "Stand by") your PC and activates an application at a time of my desire. For example: I want a media file to open when I want to wake up. But I don't want to hear my PC's fan while I'm sleeping.

My PC has Express Gate installed (an OS that loads before the main OS). So I think I'll have to keep my PC on Stand by at night. And I'm not sure if there is away a PC to turn on by it self, without pressing the power button by itself.

You can in Vista+ there's an option in the scheduler to "Wake computer to run this task". And the task you're running could be launching your media player and playing the file.
Blame it on Microsoft, God does.

Is the same option available in Windows 7?
