Is it possible to take an object and carve out another object that you have use athe displacement subdivide tool to create a smooth oval shaped window?

He is asking if he can....
1. carve a cylinder into a brush
2. turn the carved brush into a displacement
3. subdivide the displacement to make a perfect circle(or near perfect) type window.
I think this is what he is trying to ask.
My answer:
experiment, try not to use carve though.

Well I tried it, fully expecting it not to work at all. However,
carving with a random displacement turned the other brush into...
something, I'm not quite sure what. It's in lots of parts and bits of
it are displacements also. It looks like some weird topological diagram
you'd get in maths, or something.

This wont work becuase the odd angles that will be made from the carve wont match up with the other faces of your arch.
basicaly you can not subdivide displacment maps that dont 'connect'
Your best bet for this will be to make a rough arch with the block tool
and then turn all the outside faces (select all the visible 'outside'
faces by hand) and turn them into displacement and then sub divide.
