Well I know that's what they look like in the dark normally, but I don't really know for the lighted parts.

that looks like you've not done the buildcubemaps thing after compiling the map.
in case you're asking yourself 'what buildcubemaps thing?', then open the console and type, you guessed it, buildcubemaps. the cubemap data gets gathered and applied to the bsp. restart the map and things should look better.
