What are you doing to try and get them to be played? I'm going to
assume that you are making them in hammer, and when you compile and run
the map, it tells you the map isn't on the server. This means that the
map isn't in the directory it should be after it is compiled - either
because it isn't being copied to the right folder, or because it didn't
compile successfully. If the former, then you just need to copy the
compiled .bsp file from the folder you saved the in proress map to,
into your [steam]/[username]/steamapps/half-life/valve/maps folder, or
the folder for whatever mod the map is for. If the latter, then you
have an error somewhere in your level that is stopping it from
compiling successfully, and we can't help out more without a bit more
info. If you post the contents of the .log file that should have been
generated by the compile, then we should be able to help

there's also other possibilities, like tfc maps not working without an info_player_start now, where they did on older won type servers.

try starting a server with a map that you can see on your list, and then use the console to change to one of your custom maps that isn't appearing. this often works for maps that don't show on your list.

I hate that...

but meh, a good tfc mapper should put one in anyways, even in won

In my experience, windows doesn't like hammer coppying files to steam/steamaps/yourname/yourmod/yourmod2/maps

:/

Try by plasing the source files in the Valve Hammer Editor map floder.
