There's a thread about cubemaps just a few threads below this one...
It's not a compile parameter, it's an in-game console command, namely 'buildcubemaps'.

ok thx, but does the game build cube maps automatically [hl2:dm]. If not, what is the point of putting env_cubemaps in a map then, if no one will bother with the command???

When you run your map after a compile, then run the buildcubemaps
command to build the cube maps, it saves the information back into the
bsp. You will not need to run the buildcubemap command agian unless you
recompile the map. Users that download your bsp will not need to run
the buildcubemap command themselves.

Sam37, read the other thread more carefully. You've missed
something. The "buildcubemaps" only needs to be run once.
After the .bsp is updated, it becomes the final .bsp. Just like
you don't need to compile the map each time you load it, you don't need
to run buildcubemaps every time you load the map.

Just like you had to for single player, go to "options -> controls
-> advanced" or something along those lines and enable the console.
You can now access it by pressing the tilde key, right below escape.
