Does anyone have an idea of how the supressor was made in HL2 (that
giant laser that comes from the sky and disengrates people on contact)

make an ENV_BEAM that shoots from one place to the ground. Then at the bottom have a big trigger_hurt and some sort of sprite. tie them all together so that when they are triggered the beam comes down, hits the ground and causes the shockwave sprite to go while at the same time triggering some hurt to those within the blast radius. Add effects as needed.

trigger_physics_trap, tie that to a brush and then press the help button for more info.

Isn't it a func_tankmortar? I've tried it and it duplicates the effects
of the supressor exactly. Probably in the game it is constructed of an
invisible brush controlled by an npc.

Nope, it is a Trigger_physics_trap. You can even set how you want
the player to be killed (high voltage with lots of beams, or low
voltage, etc)

supressor shoot a bit randomly cuz i mean it never hit me? or is it
that it can only be triggered every few seconds and it takes a second
to hurt u? and thats y u can always dodge it?

It's a func_tankmortar, controled by an npc. I promise.
