High ping (ie 10^3 milli seconds) = dial up
Low ping (ie 100ms or less) = DSL, ADSL etc.

Try editing your rates, dunno the commands, but when you edit your rates, you should be able to tone your pings down a bit. Don't expect wonders.
Also, try a virusscan/spywarescan to check for programs that could use your internet (so you get the s**tty ping).

hahahaha Punkbuster. What a piece of crap. I laughed when they threw in the towel on HL because Valve didn't want to work with them.
As for the ping, you're just out of luck. Either you have to find a server that doesn't kick due to ping or get a new connection. I feel your pain on this one, because I used to always get booted for 'lagging the server', which, in HL at least, is not the fault of any high ping players. In fact, those people who have tiny pings and connect with huge rates are the ones who lag servers if anyone... but I digress.

Oh, and another thing:
High Ping Bastards have >250 ping
Low Ping Bastards have <250 ping
The labelling has nothing to do with your method of connecting. If you use cable and get 300 ping, you're a HPB. Just trying to help

Invest in a 56k modem if you're serious about playing games online. They're really cheap. Probably get a second hand one for free if you look hard enough, what with lots of people getting dsl and all.

Broadband also happens to be quite cheap nowadays, although you'll have to check to see if there's any in your area. If you can, get broadband, it's a great investment.

Cheap these days?
Mines more expensive now, with a cap (Cable), then it was three years ago when it was 30 bucks a month-uncapped. (It's fifty now, capped, if you want uncapped its 90 a month wtf is up with that?).
Damn At&t selling their cable rights . . .

There is no "president of High speed internet" Its corperations in the area that own the lines used for high speed internet who control it. They can also choose to or not to offer it. Such as, if you have cable tv, but you can't get cable internet one reason could be that your area isn't wired or they don't offer it (don't have servers to log you into).
Comcast did it the lazy way, they just put their name on everything. They still haven't changed the servers, I still have an attbi ip address (named under ipconfig).
It works kind of like phone service though too. You can't choose your provider. It's whoever owns the lines in the ground around your house (goddamned Verizon owns my phone lines GRR!).
