                        Why on earth would you want to run a game in 1600 x 1200?! I've never had need to run higher than 1024 x 768.
As for your problem...haven't a clue. Maybe you pushed your card a little too far with the high res, and its brain got damaged.

                        It looks like you've overclocked your graphics card way too much, like around double its rated speed. If so, slow it down before it blows up.

                        Overclocking and not cleaning your card are the only ways you can damamge your video card by using it normally, even if you stress it in video games. If it is a setting that runs in game then you have nothing to worry about. If the card does malfunction, however, it should be covered under a warranty (unless you got one as is or something as such).
Not sure why a pattern like that would show up only at the bottom. Sounds like a mis-matched frequency. If it were overheating issues (which cause artifacts and such) it'd happen to (most likely) the entire screen.
You could always adjust the monitor independant of other applications as long as the current application is fullscreen.
