Well windows 98 just rated himself a 5/5 and then disabled the option for other people to rate him.
That's why you can't find it if you're looking to rate him a 1.

F to the T, You go to their profile and if they have it enabled, it will be right under their avatar. If you've already rated them, you can change the option and such.

How exactly would I skip past it - since there is neither a link to the image instead of displaying it, or a warning in your post that the image below is down-right tasteless and offensive.

It takes more then 10 seconds to load on my 4MB connection, you could only imagine how long it takes for people who're on a 56k.
That's the size issue, the content is something else.

1st off - 273 kb is nothing to complain about especially since its the
only picture in the thread. If this were a pictures or screenshot
thread then yes it should be optimized.
2nd off - theres really no need for xat if you just crop it in photoshop and make the picture an 8 in quality

My apologies. I seem to have caused a small riot. My intention was merely to shame Win98 into possibly altering the image for my poor connection.
Its really not his fault I was forced to use 56k but I had hoped for some small understanding. I will just need to avoid any Win98 threads and possibly avert any future scenes.

Actually, Windows, it's not just for 56K users. It's also to use the least amount of bandwidth off the server as possible. It already gets loads of traffic as it is. Adding something like that doesn't help and is a little above negligible.

You tend not to play online and you use the offline feature for steam.
Chances are, if you had a 56K you probably didn't do much online gaming anyway.
On a side note, I just got a notice in the mail that my neighborhood is wired for fiber optics! Woohoo! Cheaper then cable, almost 5 times as fast, I'm in!

It is my understanding that its not the lack of fiber optics any longer. Its the lack of hubs that support DSL. A customer must be within 24,000 feet to be able to have DSL in their homes. Given the cost of installing the hubs, (I am assuming here cause there are so few available) it would take ages for the phone companies to recoup their investments. My last home had fiber optics 3 years before DSL became available to me. So, although I believe you will get your wish, its not a sure thing because the phone lines now support it in your location.
Good luck, I miss my DSL.

You are probably correct Wilson, but my comment stands. Its not the lack of optics, its the shortage of hubs. As I said, optics were in front of my home 3 years before I was granted DSL.
You comment sounds more plausible than mine if thats any conciliation.

Wilson is right.
We've had fiber optics for awhile, just not as Internet service. They used it for digital phones ... waste of the line, to be honest.
As for having it before DSL ... no. Not here. There's no problems with DSL hubs. In all actuality, the most common reason to not have DSL available is that the phone company that owns the lines is not offering it.
But, optics is faster so ... what does it matter? If there aren't DSL hubs? I mean, the connection I have now is faster then local DSL.
The only reason the Optic will be cheaper though, is because Comcast, our cable company, are Nazis. They want you to pay $55 for a basic connection ($60-65 if you don't have cable TV too) that is about a 4-6 Mbps connection. If you pay $90 a month, it'll be uncapped. Which is a rip off, since they have way too many people on their network as it is.
I'd like to switch to something that can handle more.
