Why don't you try taking LEGAL action first?
There are clauses in the ebay agreement, I'm sure, that hold him legally responsible.

My friend has relitives up there, but I don't believe they would want
to go check out this adress, my advice: Take a deep breath, do what
crono said, take legal action, and contact ebay or even the credit card
company to try and get some kind of compensation.
Also didn't you check the user rating? I never do business with anyone
new or lower than 3 stars (If thats the scale these days?).

Most ebay scammers use stolen ebay and paypal accounts.
When you sell on ebay for awhile you run into lots of scammers. Like
you said if you have tracking information you can get some money back,
otherwise they won't do anything. If you sell virtual items (WOW,
ultima online etc) its even more of a problem because the seller has no
protection no matter what. Out of 9 auctions I sold recently, 5 of them
were won by stolen accounts. After the 1st scammer I was more cautious
and refunded payments to the other buyers who had suspicious bidding
patterns (one of them won a "blue party hat" in the free web mmorpg
Runescape for $900) lol
Anyway theres a good chance the guy didn't use his real name. As for the address who knows.

well there's GOT to be SOMEHOW for him to physically get the package from the address i shipped it to. If i can only find out how...
+my brother is a private detective, and has connections in that area. Perhaps I would use that resource.
