Looks like the least of your problems if you ask me, I'd be more
concerned about the crazy floating scenery  I've had some screwy HUD
elements while playing HL2 or HL2DM, but it only happens occasionally
so I've not bothered looking up any fixes. Does it happen to you all
the time or just on occasion?
Oh and there really isn't any need to post a 1600x1200 screenshot, ever

Have you let it completely download all the content for HL2? Right click on HL2 icon in the steam game and check its status....If its anything but 100% then its not going to function correctly.

Might be just a matter of restarting the game - I had this the first
time I played HL2, I think because I changed resolution before I
started playing. Maybe the hud doesn't resize properly when you do
that, or something.

I produced this error once on a GeForce 4 by having the detail too
high. Try lowering everything as low as possible and see if that works.
If it does, slowly up all the details until you get the best one which
works.

Try another resolution half-dude.
For example, I get HUD errors in 800x600, but all fine in 1024x768.
Try 1280x1024 just to ensure if the error is caused by the 1600x1200.

If your overclocking your video card, that could also be another cause of the error.

Yeh, these glitches often come from OC'ing.
Are you using Powerstrip or something like that ?

"no problem" is a relative term.
Unless you've got a 21"+ monitor why are you running 1600x1200 res?

I haven't overclocked at all or anything, in fact my PC is better than before and I get this error now even though I use the same settings.

Its ok all, I put my desktop to 1600 x 1200 along with the game and now its fine. I also restarted the game and now the flouting error is gone.
