Put -console to the launch parameters and then fire up HL and write "map <mapname>" into the console field(without quotes and replace <mapname> with the name of your map. Other way is putting "+map <mapnate>" to the launch parameters, but I suggest that you use the console.

The easiest way (IMO):

In steam go to Games/My Games right-click on HL1, choose "properties" from the little menu, then click "set launch options". Here enter -console (with the minus and no space). You can also enter more like -console -sv_cheats 1 (with a space between the commands) to enable cheats and so on.
