One thing I like having with my steam friends list is people I'm actually some sort of friends with, not just acquaintances. It doesn't make sense to have a giant list of 100 people or something (that's what communities are for) where you don't have direct contact with the people very often.
I can tell you that, "Blah blah blah has signed on" gets annoying fast.
Also, spy is not the term for that ... stalker is. :P

Haha but it wasn't like that, there was this annoying fellow (believe me, I am not one of those guys who have about 80 fake friends and only 20 real friends at steam. This just used to be a good friend but apparently is an asshole) and I wanted to check if he was online at the moment, and that's when I noticed larchy was online. I signed in, and he wasn't there.
There can't be a good reason, we always used to play matches in Left 4 Dead 2, and if he thinks I was annoying (for whatever reason) he couldn't just mentioned it and I'd have remained quiet.
Edit: Oh and I think I remember that you can change the notifications per user
